Carmichael is an unincorporated community in Sacramento County, which means no city hall, no mayor, and no municipal property tax structure of its own. Sacramento County handles roads, sheriff's patrol, and most public services. Two separate park districts — the Carmichael Recreation and Park District (CRPD) and the Mission Oaks Recreation and Park District (MORPD) — manage the community's parks, classes, and community centers between them.

Two park districts and a major county park share responsibility for the local recreation infrastructure, and the American River Parkway provides direct, daily-use access to one of the Sacramento region's defining natural features.
The crown jewel is Ancil Hoffman Park — a 387-acre Sacramento County regional park nestled in a bend of the American River. Manzanita and Fair Oaks Boulevard corridors offer Raley's, Bel Air, dozens of small businesses, and Carmichael staples like Emigh Hardware — a longtime local Ace affiliate that's been in the community for decades.
