Rosemont is an unincorporated community of about 23,500 people in Sacramento County — a Census Designated Place, not a city. There's no Rosemont city hall, no mayor, no municipal manager. The boundaries are easy to remember: Folsom Boulevard to the north, Bradshaw Road to the east, Jackson Highway (State Route 16) to the south, and South Watt Avenue to the west.
Because it's unincorporated, your services come from the county and from special districts rather than a city government. Law enforcement is the Sacramento County Sheriff's Department, and fire and EMS run through the Sacramento Metropolitan Fire District. Then there's the detail that catches almost everyone off guard: Rosemont's parks aren't run by the City or County of Sacramento at all — they're operated by the Cordova Recreation & Park District, the same special district that serves Rancho Cordova and Gold River. A Rosemont homeowner pays into and votes on a park district headquartered in another community. It's a quirk of how the unincorporated map was drawn, and it's worth knowing before you assume "Sacramento" means city services across the board.

The tradeoff: there's no city booster pushing for new sidewalks or streetlights, so what Rosemont has, it largely built decades ago.
A note on the neighbor everyone confuses Rosemont with: College Greens sits just across Folsom Boulevard to the northwest, inside Sacramento city limits, with city services, older 1960s housing, a heavier rental mix, and the Gold Line light rail running through it. The two areas share the 95826 ZIP and a price tier, but they're genuinely different buys. Rosemont is a single-family neighborhood at its core. The dominant product is the three- or four-bedroom ranch and split-level, 1,400 to 1,800 square feet, on a conventional suburban lot of roughly a tenth to a fifth of an acre. The defining build era is 1970 to 1999, with an older 1940s-to-1960s pocket near Folsom Boulevard. Most homes have attached two-car garages, mature street trees out front, and the kind of backyard that fits a patio and a lawn rather than an arena.
What you won't find is new construction. Rosemont is built out — the footprint filled in decades ago, and what comes to market now is almost entirely resale, with the occasional small infill home. If you want a 2020s tract home with current finishes and a builder warranty, you're shopping Rancho Cordova's Anatolia or Folsom Ranch, not Rosemont.
What you will find is renovation upside. A lot of Rosemont's housing still wears its original kitchens, baths, and aging mechanical systems — single-pane windows, 1980s HVAC, original sewer laterals. Buyers who can budget for cosmetic and systems work tend to do well here, because the bones (the lot, the floor plan, the structure) are usually sound. That's the trade you make for the price: you buy the value, then invest in the updates.
Most Rosemont homes carry no HOA and no Mello-Roos, consistent with the pre-1990s build era. Mello-Roos is the California special-tax mechanism that funds infrastructure in newer master-planned subdivisions — it can add a few hundred dollars a month to carrying costs in places like Anatolia, Mather, or Folsom Ranch. Rosemont's housing mostly predates it, which keeps monthly costs down.
The exceptions are specific townhome and condo complexes, which can carry HOA dues. One thing to clear up directly: the College Greens East HOA that comes up in area searches is a College Greens feature, on the far side of Folsom Boulevard — it is not a Rosemont association, and it doesn't govern Rosemont single-family homes. Always have your agent confirm HOA and assessment status on any specific listing, but the Rosemont reputation for "no fees" holds up for the detached-home stock.

It's one where you verify the assignment per address, weigh honest numbers, and factor in the choice and private options nearby. Plenty of families thrive here, but they go in with clear eyes.

Most of Rosemont is served by Sacramento City Unified School District (SCUSD) — a large urban district whose proficiency numbers run below state averages, recently around 40% in English language arts and 31% in math district-wide, against state figures closer to 49% and 37%. That district context is why the per-school and per-address detail matters more here than in, say, the San Juan Unified zones that cover Fair Oaks and Orangevale.
The second point is boundary fragmentation, and it lands squarely on East Rosemont. As you move toward Bradshaw Road and Mather, the district line shifts: some eastern addresses fall into Folsom Cordova Unified (FCUSD) rather than SCUSD, and the assigned schools become the Cordova-side campuses, not Rosemont's. The line moves street by street out there. Rosemont High School

Rosemont High opened in 2003 — the newest high school in SCUSD — and it's a real point of neighborhood identity. Before it existed, local teenagers were bused across the district, so a home high school of its own reset how the neighborhood thinks about itself. The academic picture is honestly mixed: the graduation rate runs around 85%, a touch below the state average, and the Advanced Placement program is modest, with roughly six AP courses and participation near 28% (the current lineup is on the school's own AP course list).
The numbers don't tell the whole story, though. Niche grades the school a B overall and has ranked it among its "standout" Sacramento-area high schools, reflecting a campus community that punches above its test scores. The honest read: families filtering primarily on standardized outcomes should weigh the GreatSchools profile carefully, while families who value a close-to-home campus with real community investment will find more here than the rating suggests.
For East Rosemont buyers, the high-school question is exactly where boundary fragmentation bites: some eastern addresses may feed an FCUSD high school instead of Rosemont High, and historically some addresses on the corridor have fed Hiram W. Johnson High School elsewhere in SCUSD. Verify per address — don't assume the neighborhood name guarantees the school.
The primary middle school is Albert Einstein Middle School (Grades 7–8, around 609 students, 9325 Mirandy Drive), which rates 5/10 on GreatSchools with proficiency below state averages — roughly 19% in math and 35% in ELA — though it sits above several other SCUSD middle schools.
On the elementary side, the standout is Golden Empire Elementary (9045 Canberra Drive), which earns a 7/10 with math and ELA proficiency both around 44%, well above the SCUSD average and the best elementary number in the area. Sequoia Elementary (3333 Rosemont Drive) is the school most identified with Rosemont — it opened in 1960, before most of the surrounding subdivisions existed — and rates 6/10. James Marshall Elementary (9525 Goethe Road), on the Rancho Cordova boundary, rounds out the cluster at 5/10. As with the high school, elementary assignments are address-specific, so confirm the zone for any home before treating school assignment as settled.
The most common private path we see Rosemont families take is Christian Brothers High School, the Catholic college-prep founded in 1876, about 10 to 15 minutes away — roughly 1,150 students, a 100% graduation rate, and tuition in the neighborhood of $16,700 a year. SCUSD also runs open enrollment and specialty programs, so families can apply beyond their assigned school within the district. For an independent K–12, Sacramento Country Day in the Arden area is within reasonable reach. None of these is free, and that's the real point: in Rosemont, the school strategy for a ratings-focused family usually involves budgeting for a private or choice option, not relying on the assigned campus by default.
For an unincorporated neighborhood with no city parks department, Rosemont is well covered, and the coverage comes from that surprising source — the Cordova Recreation & Park District, which runs Rosemont's parks the same way it runs Rancho Cordova's.
Rosemont Community Park (9326 Americana Drive) is the flagship — 17 acres tucked behind Albert Einstein Middle School and the genuine center of weekend life here. The amenity list is deep for a neighborhood park: two playgrounds (one built for smaller children), a butterfly garden, two little league baseball fields with scoreboards and dugouts, a soccer field, four lighted tennis courts, two dedicated pickleball courts, a lighted basketball court, a group picnic pavilion, family picnic areas, paved walkways, and restrooms. The lighted courts in particular extend the usable day well past sunset, which is why you'll find pickleball and tennis going strong on summer evenings.
Rosemont North Park (3224 Huntsman Drive) is the neighborhood-scale complement at about three acres — a playground, paved walkways, picnic areas, a drinking fountain, and seating. It's the kind of park you walk to with a stroller rather than drive to for a tournament.
Rosemont's residents are within practical reach of one of Sacramento's best amenities, the American River Parkway and its Jedediah Smith Memorial Trail — 32 miles of car-free paved trail running from Folsom Lake to downtown Sacramento. The closest direct levee access sits on the College Greens side of Folsom Boulevard, a short drive north, where the trail connects to the river through Larchmont and the Glenbrook river access points. Rosemont's dining runs along Folsom Boulevard between Watt Avenue and Bradshaw Road, with a second cluster on Bradshaw near Highway 50 — and the Bradshaw and east-corridor end is the side that's most Rosemont's. This stretch is old Highway 50, a working commercial arterial that happens to serve one of the most ethnically diverse ZIP codes in Sacramento County, and the restaurants reflect it: Vietnamese, Korean, Indian and Nepali, soul food, and more, all within a couple of miles.
The single most surprising fact on the corridor is Pho Momma (9555 Folsom Boulevard), a Vietnamese pho house that holds a Michelin Bib Gourmand designation — long-simmered broths, house-made pork wontons, typically open Thursday through Sunday. A Michelin-recognized restaurant in a strip mall on a commute arterial is the kind of detail that tells you a neighborhood is more interesting than its curb appeal suggests.
Around it, the corridor delivers honest, locally owned cooking. Bear West BBQ & Soul Food (9011 Folsom Boulevard) is the most consistently buzzed-about spot for Southern barbecue and soul food. Ippolito's Trattoria does family-run Italian — carbonara, veal piccata — and has earned near-perfect review scores since opening in late 2022 (closed Mondays). Oz Korean BBQ (3343 Bradshaw Road) is the original location of the family-owned all-you-can-eat tabletop-grill operation, established 2004, and the Bradshaw flagship sits right at Rosemont's eastern edge. India Village (8865 Folsom Boulevard) covers Indian and Nepali with a weekday lunch buffet.
Now the honest limits, because they matter to the buy. There's no craft brewery anchored in Rosemont and no walkable restaurant row — Folsom Boulevard is a stroad, not a village street, and you drive to it rather than stroll it. For a brewery you'll head to Rancho Cordova or East Sacramento; for a walkable evening district, Fair Oaks Village or East Sacramento is the trade, at a meaningfully higher price. If a walkable dining core is a priority, Rosemont isn't the fit, and we'll tell you that on the first call.
Shopping is practical rather than glamorous. The nearest full grocery is the Raley's anchoring the College Greens Shopping Center (8375 Folsom Boulevard), just across the boulevard. The closest enclosed mall is Country Club Plaza at Watt and El Camino, north of Highway 50. Big-box needs — Target, Home Depot, Costco — are all within a 10-to-15-minute drive toward Arden, south Sacramento, or Rancho Cordova.
Commute access is one of Rosemont's strongest cards, and it's the practical reason the value pitch works. The neighborhood sits six to eight miles from downtown Sacramento and presses right up against Highway 50, so the core job centers are genuinely close.

Highway 50 runs along Rosemont's northern edge, with the practical on-ramps for the neighborhood at Watt Avenue and Bradshaw Road. The pain points are predictable: Watt at 50 backs up around the Country Club Plaza area in the evening rush, and Bradshaw at 50 carries the Mather and Rancho Cordova office traffic. Most Rosemont commuters learn which interchange to favor by time of day. Jackson Highway along the southern edge is the secondary route, useful for trips toward the south county.
Rosemont itself doesn't have a light rail station — the SacRT Gold Line runs north of Folsom Boulevard, through College Greens. The two nearest stations, College Greens (Folsom Boulevard at Florin Perkins) and Watt/Manlove, are a short drive or a longer walk from most Rosemont addresses depending on where you live. Gold Line trains run roughly every 15 minutes during weekday daytime, and the ride from College Greens to downtown takes about 20 to 25 minutes.
The honest framing: light rail is a real perk of the corridor, but it's primarily College Greens' card, not Rosemont's headline. From Rosemont, the car-plus-Highway-50 commute is the realistic default, with light rail as a genuine backup.
The American River Parkway is the strongest active-transit asset, a few minutes' ride north, putting 32 miles of off-road trail within reach — downtown is roughly 20 to 25 minutes from the nearest levee access by bike. Folsom Boulevard carries Class II bike lanes through most of the corridor. For everyday errands on foot, though, Rosemont is car-dependent: Walk Score for 95826 sits around 31, and daily life here assumes a vehicle.
For a neighborhood with no city government behind it, Rosemont has a notably active civic calendar, and it runs almost entirely on volunteer energy through the Rosemont Community Association, an all-volunteer 501(c)(3). The RCA puts on the Santa Parade & Toy Drive, an annual Community Celebration, a Food Truck Fest, Earth Day cleanups, Neighborhood Watch, and a scholarship program for graduating local seniors. That's a fuller event slate than many incorporated suburbs manage, and it signals something real: in an unincorporated community, the neighbors who show up are the local government, more or less — and one of the genuine intangibles of buying here is that the holiday parade exists because residents organize it, not because a city budget funds it.
Library service comes through the Sacramento Public Library system, with the nearest branches in the surrounding Arden and Rancho Cordova directions rather than inside Rosemont itself.
On safety: ZIP-wide crime data puts 95826 roughly 15% below the Sacramento city average overall, though still above the national average, with larceny and theft the most-reported categories. Those are corridor-wide figures shared with College Greens, and as with any neighborhood, the right move is to drive your specific street at different hours before you commit.
